Singapore has an internet penetration rate of 82%. As part of the nation’s efforts for digital inclusivity, the Infocomm Media Development Authority (IMDA) has several schemes to provide internet access to the lower income households.
Neu PC Plus Programme
The Neu PC Plus (NPP) programme offers students and persons with disabilities from lower-income families a new laptop bundled with three years of free internet access.
To be considered for the NPP programme, applicants have to submit an application form that is endorsed by the school once every three years.
Home Access Programme
The Home Access programme supports lower-income households without school-going students with subsidised internet for two years.
To be considered for the Home Access programme, applicants need to either apply with their SingPass account or download, print, and mail the form once every two years.
Enabling Rental Households to have Internet Access
Despite these schemes, there are students from lower-income households under HDB’s Public Rental Scheme that do not have internet access. As the gross monthly household income of all HDB rental households fall below $1,500, all households under HDB’s Public Rental Scheme meet the income eligibility criteria for both programmes.
Given this, for students who receive a laptop through Project D.I.P., and do not have internet access, Project D.I.P. will surface the names to IMDA for their consideration to grant them access to free or subsidised internet access.
